City Government of Masbate conducts Barangay Orientation on Good Governance and Budgeting


The barangay officials along with the barangay secretaries and barangay treasurers of the thirty (30) barangays in the City underwent a two-day orientation on good governance and budgeting held last January 5-6, 2011 at Magallanes Colisuem.

This orientation was carried-out to equip the barangay officials especially the newly-elected and newly-appointed barangay employees on their respective roles, functions and responsibilities as barangay leaders as mandated by law. It is just an initial training that they will go through since the Department of Interior and Local Government will provide them with an intensive seminar on barangay governance. One of the most important and crucial session was training them on the proper utilization of their financial resources or the budgeting.

Sa akon inaugural speech san June 30, 2010, nanumpa po ako sa kada isad sa iyo akon kahilungsod… na paga himoun ko an tanan na maayo kag puro lang kaayuhan para kun umabot an punto na akon na paga ipasa ini na daku daku na responsibilidad bilang Mayor….nakakasiguro po kamo na an ciudad san Masbate nasa maayo na estado.

Ini na akon ikaduha na paghatag san report sa lungsod tuna san ako makaingkod bilang puno ehekutibo… malipay na naman an akon kaburut-on ko kay nakatuman naman kami sa handom san aton pomuluyo na nakahatag sin maayo kag tama na serbisyo sa tawo.

Guin gusto naton kag aton guin tuudan sa una palang, na bilang isad na Masbatenyo kaya ta man maabot an aton guina damgo na an Masbate mapaayo na.

Tanda ko pa an una naton na mga siyak na “Ako Masbatenyo, dili ko guina kaalo na ako Masbatenyo.”

Tanda ko po an siyak ta “na wara sin iba na makabulig sa aton kundi kita mismo na Masbatenyo”.

Tanda ko pa an siyak naton “na kun wara man lang kamo sin naiambag para sa Masbate, wara kamo sin karapatan na maglibak sa amon na adi sa Masbate… kay mas maayo pa kami kay nagpabilin…nagtuod… nagtiwala, nagtyaga!

Tanda ko pa san ako naakabot sa Amerika… sa atubangan san aton kapwa Masbatenyo na adto, guin hunga ako: Nano an masabi mo sa amon.?

Assessment of the Resilience to Climate Change of Marine Reserve Sites in Central Philippines

Abstract

Climate change is considered as the greatest long-term threat to the coral reefs. The establishment of no-take marine reserves is one of the proposed solutions to improve the resistance of coral reefs to the effects of climate change such as bleaching. But in order to maximize the use of financial and technical resources in such management intervention, it is important to first determine which sites have potentials for resiliency to climate change. In this paper, we utilized a framework to assess the resilience of 18 sites (nine existing marine reserves and nine proposed reserve sites) in the Visayan Sea, Asid Gulf, Masbate Pass and Ticao Pass in central Philippines. Of the 18 sites, four (all existing marine reserves) were rated highly resilient, 12 moderately resilient, and two hardly or not resilient to the effects of climate change.

ONE STOP SHOP PROGRAM FOR 2013

One Stop Shop Program for 2013 of LGU-Masbate City is on--going. This facilitates issuing of Business Permits and Licenses of business owners in the city through the presence of all stakes in licensing (city departments and line agencies). It started last January 2 and will end on January 18. However, securing of business license is a year round activity.

Mayor Socrates Tuason provided an extension of a no surcharge for securing late of business permit which started last January 21 at ends in January 25. After the grace period, there will be 25% surcharge based of the assessed fee to be paid by the business owner.
